Tayeng pays visit to flood affected areas
ITANAGAR, Sep 01: Parliametary Secretary WRD cum local MLA Gum Tayeng visited flood affected areas of Paglam circle in Lower Dibang Valley district today in order to take stock of the flood damages and lessen the suffering of flood affected people.
While interacting with flood affected people she assured them of all possible help. Later, she trekked on foot and visited the bridge at Sisar where the approach road had been washed away.
Atul Tayeng, ADC Dambuk briefed the Parliamentary Secretary regarding the extent of damage and relief measures undertaken. Tayeng gave away 200 quintal rice for the people of the flood affected area as an immediate relief. Anchal Samity Chairman Baling Perme has donated 20 qtls of rice to the flood affected people on behalf of the PRI members.
Taking serious note of the absence of PWD officers, she directed the ADC to take strict action against all such Govt officers who remain absent during hour of crisis. 6 houses gutted
ITANAGAR, Sep 01: At least six houses were reportedly gutted down to ashes in a devastating fire at Yomdo Colony Dumporijo in Upper Subansiri district on Saturday last. This was informed by All Arunachal Pradesh Students Union (AAPSU) Convenor Tadar Kakum this evening. According to release, it claimed that fire broke out around 3.15 pm, however, the cause of the fire is yet to be known.

Residents highlight their problems
ITANAGAR, Sep 01: The residents of Ward No 11 under Itanagar municipality have highlighted the various problems faced by them in a meeting convened by IMC Chief Councillor Higio Aruni, who is also the Councillor of the said Ward.
Construction of designated dustbins with timely disposal of garbage, renovation and widening of all the existing drains, regular electricity supply and installation of a transformer at Abotani Colony here, repairing of the existing drinking water tank and building a fence around it, improvement/repair of sector roads, land encroachment problem etc came up for discussion in the meeting. The residents of the Ward appealed to the Chief Councillor to take initiative to address these problems. Every speaker in the meeting stressed need for developing their Ward as a model one.
Addressing the meeting, the chief councillor highlighted the various problems faced by IMC. While informing about future plan and programme for development of the area, she assured to look into their problems.
She distributed Chief Minister Health Insurance Cards to the registered beneficiaries and also polythene bags to the residents for disposal of garbage at their homes on experimental basis.
IMC CMEO Bokar Basar appealed to the capital dwellers to develop civic sense and advised their children to place garbage in designated dustbin properly. He also appealed to the motorists to park their vehicles at parking lots only to avoid traffic congestion.
APB&OCWWB hands over accidental benefit

ZPM Doimukh expresses opposition to the proposed new project

In its letter submitted to the secretary, GoAP, expressing his opposition to the project while saying that the downstream area of Doimukh is being damaged every year during summer and monsoon without any proper compensation, he said that another project upon Pare river will cause more damage to the area.
Claiming that the said MoA was never discussed with the people of Doimukh, neither the required established procedure for implementing hydro electrical project was followed; he said that such arbitrary decision from the part of the state government will not be accepted under any condition.

ITANAGAR Sep 01: A one day workshop for National Service Scheme Program Officers of VKVs of Arunachal Pradesh was held at VKV Chimpu yesterday.
Inaugurating the the workshop, State NSS Liaison Officer Dr. VN Sharma advised the teachers to inspire children to do something good for the nation through social service. Hollongi Greenfield airport no more a distant dream
ITANAGAR, Sep 01: The dream of every Arunachalee to have a greenfield airport of its own finally seems to be coming true as the official team of Airport Authority of India (AAI) and state government authorities today made final joint inspection of proposed green field airport site at Hollongi.
Inspection was made basically to freeze the existing assets so that no illegal structure comes up within the proposed site. Papum Pare deputy commissioner Tai Kaye, Techi Hitlar DLRSO, Tana Puna ZPM Balijan, M Loyi EAC Balijan, Nera Techi chairman and Likha Taji secretary land affected committee were part of the team.
For the purpose of future reference, the team made video and photographic recording of the present site, so that no land owner can indulge in any construction activities in coming days to make compensation claim.
“Union civil aviation ministry during its 17th steering committee meeting on 24th June 2014 at New Delhi had directed AAI and Arunachal Government to make video and photo recording of the site. This inspection is the outcome of decision taken in that meeting,” informed DLRSO Techi Hitlar. On his part, DC Tai Kaye assured AAI team that district administration will not allow any construction activities and has already issued notice in this regard declaring moratorium on such activities.
Chairman of land affected committee Nera Techi informed the visiting team that land owners will extend positive cooperation and are waiting for work to start so that people of Arunachal avail the benefit of this prestigious developmental project. ITANAGAR, Sep 01: Arunachal Pradesh Building & Other Construction Workers’ Welfare Board (APBOCWWB) chairman Nyamar Karbak has expressed deep shock and condemned the brutal rape and murder of Ijar Karlo by one Bohuna Das, a resident of Harmuti under North Lakimpur district of Assam on August 29.
Karbak, also APYC president, who had rushed to Likabali at the direction of Chief Minister Nabam Tuki, consoled the husband and other family members of the deceased and assured all possible help while expressing solidarity with the family,
The death benefit of the APBOCWWB will be released soon, Karbak committed besides promised to provide educational assistance to the deceased’s child presently studying in Chandigarh.
Such criminals are mentally sick and have no place in the society, he said and demanded that the accused, arrested by the police on August 30 be awarded exemplary punishment.
Meanwhile, he urged the agitating students’ leaders of local Jigo Yego Student’s Union (JYSU) and the public to let the law take its own course instead of taking the law in their hand.
Hundreds of students and general public staged a peaceful protest march in the township spearheaded by the JYSU during yesterday demanding capital punishment to the culprit.
Later, they handed over a memorandum addressed to the CM to Karbak. The demands included speedy investigation, filing of chargesheet and conviction of the accused within three months and award of capital punishment to the culprit, according to an official release.
While vehemently condemning the rape and murder incident, All Galo Students’ Union (AGSU) has also demanded quick investigation into the case, filing of chargesheet and conviction of the accused at the earliest.
The accused must not be granted bail under any circumstance, AGSU demanded and urged all the practicing advocates not to move any bail petition on behalf of the accused. The students union also demanded the district administration to carry out regular ILP checking drive to prevent entry of any unauthorized person to check criminal activities.
AGSU conveyed deep sense of condolence to the bereaved family and prayed for eternal peace of the departed soul.
Mein calls for proper monitoring of agriculture schemes
ITANAGAR, Sep 01: Agriculture Minister Chowna Mein has emphasized on proper monitoring
and implementation of various schemes of his department for welfare and benefit of
the farming community of the state. He was addressing the review meeting of the
agriculture department held at Namsai on August 30. The main objective of the meeting
was to take stock of various schemes implemented by his department during 2013-
Informing that state Government is determined to develop the Agriculture and allied sector of the state, Mein advised the department to introduce mulching techniques of cultivating various crops in cluster area on pilot project basis.
The minister further advocated that cultivation of tea, rubber, oil palm, King Chilly & apiculture will boost up the farm economy and also could be an alternative strategy to dissuade farmers from opium cultivation.
Stressing the need to revamp the extension services and all its stake holders including KVKs in order to achieves more than the target set for the 12 five year plan, the minister also advised the departmental officers to work for preservation, promotion and commercialization of local vegetables, spices and medicinal plants.
The District Officers, who attended the meeting presented the status of various programmes being implemented in their respective districts through PowerPoint presentations. They also highlighted various constraints being faced by them while implementing the schemes.
The Minister who interacted with all the district officers, suggested steps to enhance productivity and farmers income.
Earlier, Hage Kano, Director, Agriculture, in his address highlighted the status of various farmers’ centric schemes implemented by the department besides introduction of new initiatives in Agriculture.

Business community demands safe release of abducted businessman, to observe shutter down strike on Sep 3
ITANAGAR, Sep 01: The market welfare associations of Itanagar, Naharalgun and Nirjuli will observe shutter down strike on September 3 in protest against kidnapping of businessman KP Chako on Thursday from his rented house at Naharlagun by some unidentified persons.
While vehemently condemning the abduction of the businessman, Itanagar Market Welfare Association, in a release strongly appealed to the law enforcing authority to apprehend the abductors immediately and book them under appropriate sections of the law.

APSCW chairperson expresses concern over growing incidents of crime against women
ITANAGAR, Sep 01: Arunachal Pradesh State Commission for Women (APSCW) Chairperson Gumri Ringu along with Member Secretary Yame Higio attended a regional conference of Northeastern states and Sikkim on “Addressing Trafficking of Women and Children' at Guwahati recently.
Addressing the conference, the APSCW Chairperson expressed shock and deep concern over the rising incidents of crime against women and girl children.
The Member Secretary presented a situational analysis on women and child trafficking in Arunachal Pradesh.
Meanwhile, APSCW, while taking suo moto cognizance of rape cases in the state has sought status report from the Superintendent of Police of the concern districts. The APSCW Chairperson has requested the concern Superintendent of Police to forward the copies of the FIR to the APSCW office for providing compensation to the victims. While demanding capital punishment to the rapists, the State Women Commission has appealed to the State Government to provide compensation to the victims and their relatives under Arunachal Pradesh Victim Compensation Scheme, 2011, according to an APSCW release.

Responding to the government’s order, a team of Mother’s Home along with the Circle Officer, Banderdewa made a visit to the proposed spot and found it unsuitable for the inmate of the destitute home, women and children.
Informing this in a letter to the Capital DC seeking reconsideration of the government’s order, Chairperson of Mothers’ Home Tailyang Shanti said that stairs in the tourist lodge is not safe for physically and mentally challenged inmates of the destitute home who cannot even walk. Insufficient rooms, no water supply and its location which is very close to the NH52A make it very unsuitable for the hapless women and children, she wrote.
She pointed out that the present building built under the ministry of Housing and Urban Development, GoI, has been allotted to Mother’s Home which invalidates the government order which says that the building was occupied by Mother’s Home without permission.

Shutter down strike observed at Hapoli
ZIRO, Sep 01: The traders and shopkeepers of Hapoli town here observed the dawn to dusk shutter down strike today in protest against non arrest of the culprits involved in attack and looting of Joram Wine Shop on June 19.
Hundreds of businessmen of Hapoli led by Hapoli Market Traders Association’s (HMTA) executive members staged peaceful dharna in front of the DC’s office. Later, they held meeting with the Lower Subansiri Deputy Commissioner and Superintendent of Police.
Talking to this reporter, HMTA president Yumdo Tadu said that the DC has assured the business community to arrest the culprits within 15 days. Besides, the DC assured to fulfill their other demands which include installation of CCTV cameras at market places, police patrol at market area and payment of medical expenses to the victim, who sustained injury at the time of looting. In regards to installation of street light, the DC assured to take up the matter with the concern department at the earliest, he added.
While describing the outcome of meeting with district administration ‘positive’ and ‘fruitful’, HMTA Secretary Dusu Tamang, however, said that they will be compelled to go for the second phase of strike, if the authority fails to arrest the culprits within the given time.

He also briefed on the role of bank for availing loan by farmers as well as terms and conditions of loan provided to individual or group.
The farmers, who availed loan from APSCABL, Ziro branch under Kishan Credit Card (KCC) scheme, refunded their availed loan amount. Rs. 2,45,273 was collected from them by the BM.
Satisfied with the timely repayment of loan amount by the NFC, he urged other farmers who have availed loan from the bank but yet to return it, to learn from NFC.
Talking to this reporter, Hiinyo Amung, a member of the club said, ‘Earlier we faced lot of hardship to expand our gardens but after getting the loan under KCC, we could able to procure varieties of seeds and implements. It also helped us in marketing our products’, she added.
She, on behalf of the club, has thanked Apex Bank for the loan and requested them for providing higher amount of loan under the same scheme for expanding their farming activities.
Among other Hiinyo Manu, ASM of the area, Kago Kampu, secretary Siiro Farmers Club, Tage Melyang journalist also witnessed the loan recovery camp.
Mein inaugurates spices processing unit at Namsai
ITANAGAR, Sep 01: Agriculture, Horticulture, Veterinary and Dairy Development Minister Chowna Mein inaugurated a spices processing unit at Namsai yesterday.
Speaking on the occasion, Mein said that the State Government will take up a pilot project to promote cultivation of King Chilly in the state. He urged the agriculture department to select and nurture those youths who are interest in taking up agriculture as commercial venture.
Director of Agriculture Hage Kano assured full cooperation to the farmers in cultivation of King Chilly in Namsai and adjoining areas. He hoped the farmers will no more face any difficulty in selling their products with opening of the spices processing unit.
Few farmers shared their experiences in cultivation of King Chilly.
The spices processing unit-
The proprietor of the unit Chow Amat Namchoom called upon the Govt. agencies and farmers to join hands together to put Arunachal Pradesh as one of the King chilly growing states.

A case of favouritism
Dear Editor,
Through your esteemed daily, I would like to reveal the favouritism shown by Principal Chief Conservator of Forest, head of Forest Force and & Principal Secretary, department of environment and Forest, Govt of Arunachal Pradesh in transfer and posting of Aduk Paron, DCF, DFO, Anini Social Forestry Division, Anini to DFO, Dibang Forest Division, Roing.
Aduk Paron, who had took over the charges of Social Forestry Division Anini on 20/02/2012, had been issued transfer and posting order posting him as DFO, Dibang Forest Division, Roing replacing Mori Riba, ADCF on 09/01/2014 when both the Officers were "Nearing Completion of Normal Tenures at respective places of posting”. Whereas, as per standing Govt guidelines for regulation of transfer and posting of all categories of officers and staff, including Civil Secretariat, the normal minimum tenure at posting place is three years.
Paron dispatched his LPC on 10/01/2014 to DFO, Dibang Forest Division, Roing. He
also gave notice on 16/01/2014 to CCF, Tezu, with intimation to PCCF & Principal
Secretary, E&F, GoAP that he would be taking over the charges of Dibang Forest Division,
Roing, ex-
However, High Court had stayed this illegal, arbitrary and unilateral transfer order on 20/1/2014 and the CM while observing the lapses, issued an order on 21/01/2014 directing PCCF & Principal Secretary, E&F, AP to please “Issue retention orders until further orders’.
PCCF, HFF and Principal Secretary, Department of environment and forest, instead, issued orders of abeyance vide order dated 23/01/2014 and affirmed the HC on 8.2.2014 that impugned transfer and posting orders dated 09/01/2014 has been kept in abeyance. On this affirmation HC, Itanagar Bench vacated its stay order.
But in violation of the HC order, the Joint Secretary, E&F moved the file once again while Court’s order was in operation. Special Secretary, E&F, PCCF & HFF, Principal Secretary withdrew the kept in abeyance order by issuing another order dated 15/7/2014 to implement the impugned transfer order.
Taking cognizance of the case, the HC Itanagar permanent bench had once again stayed the order by its judgment dated 30/07/2014.
In violation of standing guidelines of state Govt., disobeying order of CM, and by not honouring orders of Gauhati High Court, the PCCF, HFF & Principal Secretary, Environment & Forests department had transfered & posted Paron as DFO, Dibang Forest Division, Roing. Will he please disclose the Gauhati High Court & the Society the reason behind it?

Method of garbage collection need review

Proper garbage collection must be given a second look in twin capital city. The way
garbage is collected in Ward no 28, G-
Government is spending money asking citizens/residents to keep their surroundings
clean, safe guarding against various diseases. Yet garbage collection continues to
stay by the roads of our beautiful G-
Speaking to the guys collecting the garbage seems of no use, as no visible outcome has been wintessed so far. Something needs to be done to ensure that garbage collection in the Twin capital city is done promptly and correctly and that those doing this dirty job are satisfied with the handsome salary.
I would like to suggest the Government to embrace recycling. This issue is not a political one – I am just my tendering my sincere grievances.

Is it time for RGU to become AU ?
Dear Editor,
Now that we have a right thinking government in the centre and a very capable youth leader of the state, Mr. Kiren Rijiju as the Union Minister of State for Home Affairs, it would be a justice to the lone central University of the state to get back its name the " ARUNACHAL UNIVERSITY". This name was unceremoniously taken away for the reason best known to people in power that time. The name change to Rajiv Gandhi University was not received well by the people of state and almost all the intellectual and students of the state cutting across political lines disapproved the move. It is not that the people of Arunachal has any ill feeling for our Late prime Minister but we love Arunachal more and the name Arunachal University gives an identity specific to our state, it's culture and a social bonding to the people.
Can we take the liberty to request Mr kiren Rijiju to think on the matter for which once there was a huge cry among the citizen of the state. Now is the right time for the right party to take a right decision by restoring the pride of the lone central university of the state. People and the student’s body of the state are eagerly waiting for the restoration of the name

Open Arunachal border for trade purposes
For past many years the people of Arunachal has been advocating for opening border with China for trade purposes. The opening of border trade will not only give employment opportunities to people living along Mac Mohan line but will also give access to cheaper Chinese products in whole of NE states. It also has the potential of easing the uneasy relation between two neighbours and contributes in confidence building measure. Giving fillip to the idea of improving border trade, the authorities of neighbouring Yunnan province (China) has evince interest in improving business and cultural relations with the northeast India and also with the eastern region.
During a recent conclave organized by the Centre for Promotion of India-
